[question] Any workaround for accessing All Users\Start Menu folders?

I realize a lot of folders in Documents and Settings in XP are now in Users in Vista. But there are tuctrohs arrows that keep me from accessing Start Menu folders so I can organize start menus. Have they by any chance been moved to some location I can get into, or is there some workaround for getting to them?

Thanks for any help.
